why do motor vehicles are not chargeable assets, when they are movable and tangible ?

In the topic "chargeable gain", motor vehicles are exempted from chargeable assets when they are tangible and movable, and they are considered as plant and machinery in "trading income" so why motor vehicles are not chargeable to capital gain ??
