About Debt Instrument measured at FVTOCI (question in past paper)

I have a confuse whether a financial asset which is debt instrument can be measured at FVTOCI. Refer to Q3(b) in P2 past paper (March 2017), there was a question about my concern. It allows the financial asset which is debt instrument to be measured at FVTOCI. However, I read the technical articles - IFRS 9, in which there was an original sentence (about classification of financial asset) saying:

2. Financial assets at fair value through other comprehensive income (FVTOCI)
This classification applies to equity instruments only and must be designated upon initial recognition.

Otherwise, I checked IFRS 9 and read the contents about "classification of financial liability", there only mentioned that financial liability can be measured at amortized cost and FVTPL.
