Hello, how to validate PER of my employer is not approved provider and team leader is not an ACCA qualified member.

Your employer doesn't need to be approved, that can just help with the approval, but you do need a qualified person to sign off your objectives. Your team leader can sign off the time spent in the role but you will need to find a qualified individual - perhaps the FC/FD of your company? Or someone at the firm who signs off your company's accounts may be kind enough to help, providing they can come and spend some time to watch your work etc
